Today (11/22/2017) CBP announced that it will not begin enforcement of those regulations on
November 27, 2017.
This may be due to the fact that the CBP has received many questions and comments about how to
actually apply.
For example, what if a shipment doesn’t have 6 digits of HTSUS Or how will the carries have access/transmit
to the information
The instruction was too ambiguous, thus CBP is working on an enforcement strategy to address identified issues.
We will receive additional information when final decisions are made.
미 세관에서는 오는 11월 27일부터 미국내 보세 운송(LCL, FCL) 되거나 미국을 통해 수출 화물에 대해 6자리
HS Code를 표기해야한다고 발표하였습니다.
허나 금일(11월 22일)에 이 규정을 11월 27일 부터 시행하겠다던 것을 연기 하겠다고 발표하였습니다.
이는 실제로 어떤 규정을 따라야하는지 세부적인 방침이 없어 많은 혼란과 질문이 있었기 때문으로 사료됩니다.
예를 들어, 6자리 HTSUS 코드가 없는 화물은 어떻게 해야하는지, 그 6자리 코드를 BL에만 표기하면 되는지,
그러면 그 정보가 세관에 어떻게 전달이 되는지에 대한 정확한 지침이 있어야 할 것으로 보입니다.
하여 미세관에서는 현재 파악된 이슈들에 대한 방안을 마련한 후에 다시 시행일자에 대해 발표가 있을 것으로 보입니다.
